Like its predecessor, Windows 10 also allows users to download and install apps from the Store. The official Store app that ships with Windows 10 can be used to browse, search and install apps from the Store.
The Store app has been redesigned in Windows 10 and is easy-to-navigate compared to the previous version of the Store app.
Since the release of Windows 10, many users are experiencing issues with the native Store app. Many times, the Store app launches but doesn’t load. The circle keeps on spinning but the Store doesn’t load even after a couple of minutes. Others are getting erros while opening the Store app.
If you’re also unable to load or open the Store app in Windows 10, you can try out the following fixes.
IMPORTANT: Before trying any of the given below solutions, we recommend you restart your Windows 10 PC as it might magically fix the issue.
Fix 1 of 5
Reset the Store app via Settings
Recent versions of Windows 10 allow you to reset the Store app so that you can automatically fix possible issues with ease. Resetting the Store app will delete all data stored by the Store app and sign you out of the app. You might need to sign in again after the reset.
Step 1: Navigate to Settings > Apps > Apps & features.
Step 2: Look for the Microsoft Store entry and then click on it to reveal the hidden Advanced options link. Click the link.
Step 3: Scroll down to see the Reset section. Click on the Reset button and click the Reset button again when you see the pop up to reset the Store app immediately.
Fix 2 of 5
Clear the Store cache
If resetting the Store app did not help you fix the problem, clear the Store cache. Refer to our how to clear the Windows Store cache in Windows 10 guide for directions.
Fix 3 of 5
Run Windows Store Apps troubleshooter
Windows 10 ships with many troubleshooters to fix various common issues. One of the troubleshooter is Windows Store Apps.
The Windows Store Apps troubleshooter should help you fix command issues with the the apps installed from the Store, including the built-in Store app. Navigate to Settings > Update & Security > Troubleshoot page to finx teh Windows Store Apps troubleshooter.
Fix 4 of 5
Reinstall the Store via Command Prompt
Step 1: Open Command Prompt as administrator. To do so, type CMD in the search box and then simultaneously press Ctrl + Shift + Enter keys.
Alternatively, type CMD in the search box to see Command Prompt in the search results, right-click on the Command Prompt, and then click Run as administrator option.
Step 2: In the administrator Command Prompt, copy and paste the following command. The Windows 10’s Command Prompt supports copy and paste, unlike previous versions!
PowerShell -ExecutionPolicy Unrestricted -Command “& {$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + ‘\AppxManifest.xml’ ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}”
Once the command is executed, close the Command Prompt window. You should now be able to open and load the Store now.
Fix 5 of 5
Create another user account
If the Store is not opening even after applying the above fix, creating a new user account might resolve the issue. This is because, all modern apps, including the Store app, work great on a newly created user account.
To create a new local user account or Microsoft user account, please navigate to Settings app > Accounts > Family and other users and click Add someone else to this PC.
If you were able to resolve the issue or unable to resolve it, please let us know in comments.

The command line shown above is broken because of the punctuation that were replaced.
You should NOT run:
PowerShell -ExecutionPolicy Unrestricted -Command “& {$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + ‘\AppxManifest.xml’ ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}”
But:
PowerShell -ExecutionPolicy Unrestricted -Command “& {$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + ‘\AppxManifest.xml’ ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}”
(with ASCII quotation marks, not curly marks applied randomly by this website CMS editor !)
Such command line should have been left verbatim as plain code, not “beautified” as if it was natural English text. But the author forgot to mark the paragraph as being code, not plain English.

Michael makes a good point, many antivirus programs setup your network firewall by default as Public, even if your network is not setup as being public, if on a trusted network, make sure network connection is Private/Domain and firewall has it the same/trusted.
From an Admin account, turn off any running programs, open CMD window with elevated rights, run WSReset.exe, give it time ~2-5 min.
Restart

I have spent a week trying to reset Photo & the Store on my laptop. Nothing listed above has even worked. I followed the help to fix the Photo app and now it is gone altogether and I can’t download it because the Store is not working. I need to be able to use these options and nothing on any of these help posts has helped. Why is this even happening when Photo worked on June 10 and now it does not. Frustrated……

Actually, what fixed my install had nothing to do with any of this. All that was required was to upgrade the wi-fi connection from PUBLIC to PRIVATE and the problem was solved. Somewhere behind the scenes the Firewall has different settings and won’t necessarily let you use the Store if it thinks you’re on some public wi-fi network.

None of these things have worked. I even tried to create a new account and it won’t let me do that. HELP
