User Picture Tuner: Tweak Start Menu User Picture Animation Settings

User Picture Tuner is a little program from the maker of many popular utilities such as Personalization Panel, Ribbon Disabler, and Startup Sound Changer. This utility lets you change four settings related to user picture in the Start menu. With this tool you can change the default user picture frame (the frame around the user picture), delay before animation starts, fade in delay, fade out delay settings and even completely disable all animations.
Using this tool is extremely simple. Download the software from the link mentioned at the end of this article, run the utility, change Start menu settings, and click Apply. When you click the Apply button, User Picture Tuner will automatically restart the Windows Explorer to apply new settings.
