The makers of Ultimate Windows Tweaker have released a small portable tool called GodMode Creator that allows you create 38 GodModes in Windows 7 and Vista.
Out of the 38 GodModes available, 14 GodModes are applicable in Windows 7 only. Creating a GodMode is simple with this tool. Just run the tool and then click on an item to create one on your Desktop.
GodModes for Windows 7: Action Center, Backup and Restore, Biometrics, Credential Manager, Devices and Printers, Display, HomeGroup, Location and Sensors, Recovery, Remote Desktop, Speech, Troubleshoot, Default Location and Notification Area Icon.
GodModes for Vista and Windows 7: Administrative Tools, .Net Frameworks, AutoPlay, BitLocker Drive Encryption, Default Programs, Ease of Access Center, Font Settings, Get Programs, Network and Sharing Center, Network Connections, Network Folder, Parental Controls, Computer Folder, Manage Wireless Networks, Personalization, Power Options, Programs & Features, Sync Center, System, User Accounts, Windows Firewall, Windows SlideShow, Windows Update and Performance Tool.
Note that this program mightn’t work fine on x64 versions of Windows. We will update this post once we get more information from the developer.
Also note that this tool is only for Windows 7 and Vista users, GodMode feature is not available in Windows XP.

There is no need to use any software for enabling Godmode in windows Vista and 7. It can be enabled by a code.
First create a folder in desktop.
Rename it as Godmode.{ED7BA470-8E54-465E-825C-99712043E01C}
You can put your favourite name in the place of Godmode.
