Step 1: Click or tap the Start button on the taskbar to reveal the Start menu.
Step 2: Click or tap the Settings icon in the Start menu to open Settings app.

Pin Settings to the Start menu in Windows 10

Users who don’t want to pin PC Settings to Start Screen or Taskbar can create a keyboard shortcut for the same. To do that, first create a shortcut of the file, right-click on the shortcut, click Properties, under Shortcut tab, in Shortcut key box, enter the hotkey you would like to assign to launch PC Settings.
